1/2 Attached Soldier?

I just received two updated soldiers from a quest giver but they each have a diagonal orange bar on them and say "1/2 Unattached." What does that mean, please? (I did try to research this but kept coming up with military stats.)

Ahhhh, now I understand. Thank you for the info,byeordie; I would have taken them into battle and inevitably have one (or both) die and my next post would be...What happened to my two soldiers...lol.
