entering the progressive era so I have two buildings now on my map that will not build due to a hiccup on my part. Two-Lane Roads? how or when do they appear?

Completing the first technology in PE "Traffic Lanes" unlocks Tarmac Roads. These are 2-lane.

For a 2 lane road to work it must be attached to your town hall. And you do not need to change all your roads to 2 lane. just have the minimum you need for the buildings requiring them

Think of 2 lane roads like blacksmiths. on must touch the townhall completely (both squares on one side) and the line of blacksmiths must be unbroken up to the building that needs it and both squares must touch edge squares for it to work. No mixture of single (even two of them) roads and double lane roads between.
