At an impasse, V-Day event

I need to complete 6 quests for Rose to fulfill James' quest, but my next quest for Rose is to scout a province and I have none left to scout.

Will I receive more scouting options once I've acquired Mount Killmore?

You don't always get more scouting options once you conquer a province, but, unless you have conquered all provinces, you will get scouting provinces if you have no more options to attack provinces. If you have conquered all provinces then the quest auto-completes.

Sometimes you must acquire all the currently scouted provinces before you can receive another scoutable province. I find myself in the same situation in one of my worlds.
