It is one-time, you can do it again later but it will cost another 5 diamonds. Also, if you use it it will give you the opportunity to restart all your supply buildings at once. (You don't have to pay any extra for that.)

The cost does vary. Usually easier to sweep the city with your mouse (ok cheaper).

The collect all feature is always 5 diamonds. Its not easier to sweep the city when the fp counter stops at a certain point. I make 478 FP a day so its better for me to collect all and the cost never changes.

The other icon. motivate all, varies in cost.

If one is doing the recurring quests, it doesn't make sense to use it.

Did you say 479 forge points? Are any of your Great Buildings not level 100?
