I am at Indy. Recently one Indy player attacked me with PME troops. I am seeing more and more players in my hood with advanced age troops.

Yep, it’s very doable. You can get OF troops in CE as well. You just need to advance far enough in the story line while leaving enough unresearched technologies.

You are not attacked by troops based on what YOU have, you're attacked by whatever type of troops someone in your neighborhood has.
