That's an either/or quest. You could just spend the 400 tavern silver. Regardless though, the other 45 quests you would have to complete would make it near impossible for you to get this event done without spending diamonds anyway.

Yeah, well, don't have 400 Tavern Silver. Spent them to increase Attack for the multi-wave mega-army.

Well, hopefully, it's a brand new city. If it's one that's been running since you joined in Dec 2018, then Event quests are not the issue stopping you.

Sadly, Fel Dranghyr is his only city. So obviously the problem wasn't with the event quests....
