Does the citizen happiness affect the amount of time it takes on the products buildings?? I.E. If they are not happy, will it still take 4 hours to complete a job????

My people are too greedy for happiness. It is very hard to keep up their enthusiasm No matter how many lovely cultural amenities I provide - they always want more! 
Is there some specific formula for how to figure out how much happiness is required to achieve enthusiasm?

If you hover your mouse over the face, you'll see two numbers: happiness provided and demanded. Multiply demand by 1.4, and that is the minimum happiness you need to provide to have your people be enthusiastic.
