I don't believe it's got an actual date yet. Beta players would be the first to play the new settlement (and get the upgrades to past settlement buildings), but as far as I know, a date of release to beta hasn't been issued yet, either.
I think all the hubbub so far was generated by their marketing piece to get people both interested, and frothy about the prospects.

I took this as notice to start on the Mughal settlement. It didn't seem to be worth doing before, but now it is.

Took me about 6-7months , may as well get comfortable in Mughal for a while.
