That means that you have to complete either 3 Recurring quests, or 3 Story quests, or 3 Bonus quests, or 3 Event quests (when one is running) or any combination of those adding up to 3 quests completed. Easiest way is to cycle through the Recurring quests and complete the Unbirthday Quest (UBQ) 3 times.
