yes.
go to the build menu
at the top of screen you will see the sell button ($)
click sell, then click on the section of road.
keep clicking road until all the offending pavement is gone.
CAUTION: be sure you want to sell, before you click on a road or other object. Once it is sold you can never get it back. except of course by rebuilding
