Usually, Diamond discounts happen during events, in hopes that players will buy Diamonds to get more Event Buildings.

If you're referring to the extra 50% or whatever it is diamond sale that is not associated with event currency not all players receive those offers. The event currency ones typically 2-3 times per event for 24 hours. Were still in the window of one right now I believe.

None of the players know when diamonds are offered or the specifics on how it works. Essentially you can consider the offers random. The extra diamonds are offered on a per account basis and isn't stated as to how the system decides when or who they're offered to. Support can't tell you anything that's not publicly available already through the official websites and channels (and chances are support wouldn't know that info anyway unless they have a specific reason to have access to that info)
