Commander Cool you mentioned about putting wishing wells in different city. That's neat.

You did not mention that one needs to build that city up to the point of getting wishing wells.

When do they show up. What research do I have to complete?

You get them either from events or from Daily Challenges, not research. If you can get all 4 levels of GE done, you can get Fountains of Youth as rewards occasionally and they are functionally identical to Wishing Wells.

I would bring your city up to Iron age and then get wishing wells from events when they show up as the daily.
