Does CF multiply blueprint rewards? If so, at what level are the blueprints multiplied? I'm at level 5 and I'm not seeing double blueprints yet.

The official wiki states that this boost applies to Coins, Supplies, Diamonds, Goods, and Medals. Blueprints are mentioned nowhere, so it's safe to say that this boost does not apply to BPs.

No, it does not.
EDIT: It might be a good idea for the wiki to mention that the CF does not apply to settlement quests.

No boosts or bonuses from your main city apply to Settlements, so there's no need for it to be mentioned specifically for each one.
