Duplicate Blueprints

I keep getting blueprints for buildings (like Aachen) for which I already have a complete set of prints. I have 6 duplicates in some cases. I know the Oracle needs a new complete set of prints to unlock each new level after 10, but is the same true of other great buildings? If not, is there any way of turning a building off (short of building it) so the new prints I get are actually for GBs for which I actually need prints?

Yes, every great building needs a full set of prints for every level after level 10.
