Events and Finished Continent Map

I couldn't find this in search but what happens to players who have completed the continent map and there are quests in events that require some sort of continent thing like, scout a province, acquire a sector, etc? Do they just get stuck on those quests and are not able to complete the events?

if you are truly done with the map then the quests are automatically counted as done.
