The 8.4Q but can't move on yet is because of rounding. You have 8.395 or something like that and it rounded to 8.40. but isn't 8.40 yet. You need just a little bit more.

But the other ones are simply recycled from the previous Fellowship Event, and do need to be updated.

Notice the spoiler title: "Weird Tooltips." I didn't say they were wrong, I just said they were weird.
1. I can think of, like, 5 other buildings better than the Legendary Lodge
2. Doesn't every event building these days offer forge points? Also, it doesn't offer a chance to get FP, it just plain out gives FP.

I just realized that I don't think these are called tooltips, but whatever

I believe this refers to that it gives a chance at forge point packages for your inventory.
