What is the procedure for founding a new guild and what exactly is needed? If this information is posted somewhere, I would appreciate the reference. Thank you

In the lower left menu, click on the icon that reads "global" when doing a mouseover. Then click on "your guild". From there you can found your own guild.
Or you might consider just applying to an established guild. Usually that's the best route to follow. Just saying.....

Since you're in the Guides and Questions section of the forum, take a look at the Table of Guides. Lots and lots of useful information there, including a very nice tutorial on Guild Forums written by Lanthano.
