It depends on how many upgrades you have done for your table and chairs.

It can range between 4 - 16.

However when you claim your silver it will remove everyone and allow more to sit.

The number of chairs your tavern has.

If you mean your friends list, it is 140. You can invite 80 and after that others need to invite you.
