GbG Member Activity List

Assuming a guild member is part of a guild when GbG season starts, will that guild member show up in the GbG Member Activity List with 0's if they haven't researched military tactics in IA tech tree and therefore can't access GbG? It seems like they shouldn't but I would like to find out for sure.
