Getting units from Campaign Map

I saw somebody in my neighborhood with the barbarians as their defending army. How is it possible to get units from the campaign map?

you can get special units from buildings such as Timless Dojo, governors villa, and the Royal Bathhouse, if these buildings are in the age that has them. You can get the barbarians in EMA and the braves in Indy.
