Goods boosts in Progressive era: one or two?

I've scouted a bunch of provinces(?) on Progressive era map. Conquered two... yet, I found just one sector with a boost for Progressive era goods.
So, is it still two boost per era, as in all previous Eras?

I always thought that loot/boosts/extensions are distributed arbitrary for each player and Era. Meaning, a fixed set but in arbitrary provinces.
