Governor's villa to Viceroy's villa

I finally got enough upgrades to build a level 9 Governor's villa. I have 100 of 150 fragments of the Viceroy's villa upgrade. Where do I get the rest of the fragments to complete the Viceroy's villa upgrade?

at the moment, you don't. They were only available in summer event. Perhaps they might be available again next summer.
