Clear 6 encounters. If it doesn't specify fighting or negotiating, you can do either one or a mix of both. If it specifies fighting, you have to battle them all. If it specifies negotiating, you have to negotiate them all.

how do you get there and get started do you need to join a guild?

Yes. You need to be in a guild. Once in one, you'll also need to wait for the next round of GE to begin, which is tomorrow. If you don't join a guild today, you'll have to wait until next Tuesday for the next round of GE to begin, you cannot join GE mid round.
