What are the rules if any for the GVG map? Why can a single player be a guild and relentlessly attack sectors every day with no intention of getting on the map. Is this fair play. Are we supposed to just deal with these actions! There is no way to prevent this no way to fight back against a ghost guild.

You hit the nail on the head yes. There is nothing to do about ghost guilds
