[Answered] Happiness vs. Population confusion

I have 2 cities: one has population 3600 with a demand for happiness 13000; the other has 1580 pop and 10100 happiness demand ... the math doesn't seem to make sense. I've read about multiplying pop by 1.4 to find demand but in my cases pop 3600 would require 5040 happiness and 1580 would need 2212, if the ratios are correct. What variable is missing?

I suspect you might be looking at the remaining population and not the total population

'cause your demand for happiness is your population. Enthusiasm is 1.4 times the demand - which is an additional boost after your demand has been met.
