High Middle Age PVP Tower

How do you access the province that has the High Middle Age Tower? I have a city in 2 worlds, one in EMA and the other in HMA. In both cities though, I have advanced on the Campaign Map such that I am past the Late Middle Age tower but I just realized I have not unlocked the HMA tower. The thing is I don't see the Province that has the tower or a province I have not unlocked. Where is that province and what is needed to access it?

The HMA tower is in the province of Canturia. Canturia is located at the very top right of the HMA map (which is located right in the middle of the Old World Continent map). You can see it here.
