[Answered] How do I finish mainline quest to infiltrate 3 sectors of Pfefferberg when I already own all but 2?

I understand the mainline quest can't be aborted. I also can infiltrate 3 sectors of Pfefferberg when I can't infiltrate sectors I already own. So how am I supposed to continue with mainline quest?

It will auto complete when you take those last two sectors.
