Why is it that when the purchase diamond option is unavailable I cannot spend my diamonds?

I believe the payment system was down, and that may or may not be connected to the premium database. It's likely that no premium changes are possible at all during that time. I don't have the full scope, as only the CMs can handle premium issues, but it's my understanding that the issue has been fixed. Try reloading your game if you're still experiencing problems on that front. :)

If the problem is fixed, Where are my diamonds? They have not come back. And who do I message about it.

Send in a ticket in support. Right-click anywhere on the game screen and choose 'Contact Support', and make sure your ticket type is set as premium.
