Paved Lane only giving 5 happiness instead of 25

Anyone know why when I add a paved lane I only get 5 happiness instead of the 25 the build menu says? I tested it a few times and it only adds 5 happiness points. I did add a some flowers for a test and that added the correct happiness of 20. Just wondering if I am missing something with roads and the happiness total or maybe its a bug or something. Thanks.

If you replaced a previous road, that was 20 happiness, with a road that’s 25, then you gain 5 happiness.
