I was looking over the PE questline and noticed it's asking me to acquire 1 sector of Uxrow, Omoien, or Kriegreich. Recruit 5 units from indy, or 3 units from PE. I am still in CA and cannot recruit indy units in CA but I already see players with PE light units in CA. Also, this quest is before you are rewarded PE troop. Any help? I am not sure what's going on I remember back in my old world I was able to get PE units while still in PE.
