Provinces taken

I know i should roam around the forums for this but find it quicker to post new.

With the provinces i conquer it mentions the Build menu but only build menu i see is in my city. Can I build in new provinces and if so how

No. You can't build in provinces.

I'm guessing when you see a reference to the build menu you probably took a province with a goods deposit.
