You would have to absolutely not play to be fragment-free. I barely do anything but collect anymore and I have pages and pages of fragments.
I have 8 pages of fragments. Ain't it great! One of the best aspects of my game day is managing my inventory after collecting. It's fun seeing what can be assembled from the collected frags. Today it was a Jester's Stage (I'm up to 22 in my city) and 2 Finish Special Productions (that the Jester's produce). The FSPs help me build Sunhaven Palaces (I'm up to 7 now) from frags made by the Trailside Smithy. The Sunhavens produce frags of Jesters. It's almost a perpetual motion machine. Now, I'm going to focus on building multiple copies of the Aegean Couples Resort and start laying down a bunch of Feta Farms. What's not to like about fragments?
