Roads to Victory - what and when?

I am relatively new at the game, less than one year, but here is my question: My Statue of Honor selection kit description includes the following notation, "Connect additional Roads to Victory to the Statue to increase its overall production". I have never heard of a Road to Victory, and have never seen one offered. Are they confined to a certain level of play, or a certain activity? How does one get a Road to Victory? Thanks in advance for your help. (The Guide Forum should really contain a Glossary of some kind)

Road to Victory fragments can be obtained as a guild reward in the diamond and platinum leagues.

Game has a Wiki and the forum has a search function.
