For indivudual self aids you go into your storage find the self aid item, click on it.
In your city y will see a lot of markers appear over items that you can aid.. if you carry the "sun"on your pointer to the item you wish to aid, then click. To stop juts mve the oiter back to your strage area and click it there and the aid function will stop.
