Story Quest is unsolvable. What do I do???

I'm in LMA and had a story quest to build the Tower Ruin. By the time I researched Intelligence I had already negotiated my way through the Craigshire province. I just got the Damsel in Distress Story Quest to infiltrate 2 sectors in that province. As this is already complete I cannot go back and do this so there is no way ever complete this task so therefore it looks I will never be able to proceed any further. Will this reset when I go to the next age or an I screw for the rest of the game?

Read the Damsel in Distress quest again, carefully.
It isn't asking you to infiltrate sectors in Craigshire. (If it was, it would have auto-completed.)

Scout the province south of Cragshire (Ravens Creek)
Infiltrate 2 sectors of that province...

so Infiltrate in Raven Creek..
