Is it possible to trade a blueprint tile where you have more than one of the same sector and require a different sector for the same building?

Yes, All GB's allow you to trade two BP's for one that you may need. However the trade is random and you may wind up trading two BP's for another one that you already have.

I knew there had to be a catch! Where do I go to access this feature?

You need 3 of the same part to be able to trade. 1 part is kept as you need that part so you use 2 spare parts to swap for a random other part. Plan ahead too. If you just want to open a new GB that's fine. But if you plan on getting that GB past lvl 10 then you will need a new complete set per level past 10. You can swap 30 or 40 pieces and still not get the last part, then later when you want to get it to say lvl 15 you will have wished you hadn't swapped all those parts earlier on.

While you do need 3 of the same section(part, BP) to be able to trade just that section(part, BP), you can have 2 each of 2 different sections(parts, BPs) and trade one of each section(part, BP) to try to get a new section(part, BP).
