When are Events available to new cities?

Does a new city have to reach a certain stage in the tech tree in order for special event questlines to show up (like Treasure Hunt, Guilds, or GB contributions)?

The treasure hunt appears once the tutorial is completed. Guilds become available once Smithery is researched in Bronze Age. Contributing to other players' GBs is available once Architecture is researched in Iron Age.

Treasure Hunt (and I think other events) requires Cultivation, an early Bronze age technology, which shows a sailboat as a symbol for stuff unlocked.

Yes, those benchmarks are all shown on the tech tree. My question is whether a benchmark must be reached before special event quests show up, and if so, what is that benchmark?

As I said, I think Cultivation is needed to have the Special Events (and thus its quests) show up.
