I noticed that the AI's defending army get a 15% boost in the Mt. Killmore province.

Oh, it gets way worse than that later in the game, lol.

The province fights are great for learning the strengths and weaknesses of the troops as well as accumulate battle points. While negotiating is a viable strategy (hence the button) I think it is a waste of time. Those goods can be used for other things, while the troops only cost some supplies and time. Get a high enough bonus and you can use the troops from an age lower to take out some of the provinces.

Trust me, the fighting gets tougher as you go along (wait until you reach Mexico and Canada). Creeping Shadow's advice is correct; choose your armies wisely, battle manually, and if you lose try again with different tactics. Or wait until you have higher era armies. (I'd advise against negotiating; that gets too expensive very quickly).
The game isn't always going to be easy, and you will lose some battles. If you keep advancing and learning, you'll figure out how to win.
