Is there anyway to have all 9 buildings connected to get all perks from all whole set? I can not find the combination.

Nope. That's why many of us are not going after them. They aren't designed to fit together like most sets and they require multiples of the same piece in a creative arrangement to get "some" full boosts, but you are likely to have buildings that don't get the full boost.
