I do have some of those buildings. They are not always on 24 hour and I don't recall them being ready to collect. Given the time left on their current timers they don't seems to match up with my goods buildings which I always leave on 24 hours. It's not like I was paying super close attention to it though as I thought it only applied to my regular production buildings. If it hadn't completed the quest I wouldn't even have noticed. I sure will pay attention to it in the future though just to find out if I'm going nuts!
