Does GE strength increase with your bonus?

I thought I saw something here previously that said that as you increase your attack and defense strength, through Zeus, etc., then the GE you will face afterwards will also be stronger. If so, then does this effectively make Zeus, CDM, and other buildings that improve your attack strength useless for improving your GE attack? Are they then only useful for the campaign and PvP? That makes a big difference in how much to level these building or even whether to have them at all if you only fight GE and on the continent map.

GE does not change based on your A/D changing.

GE does get tougher each Era you advance with the GE armies getting higher bonuses.

Acquire and level your combat GBs, you'll need them as you advance in Era.
