Did I miss an announcement about the number of build slots being reduced or changed? Current map only has one sector with 3 build spots, which seems a lot lower than previous GbG maps.

Random does stuff like that sometimes.

Thanks, didn't realize the map randomly did it, thought it was the same for everyone on all maps across the server.

No each map does it's own thing each round. There's rules about what the slot range is for each ring, but beyond that the actual slots per province are generated randomly each round.
