If a player has gone inactive for a while does that players guild still collect resources? i.e.(Arc, Ob's)

No. The buildings must be collected for the goods to be sent to the guild treasury.

As mentioned above, no. Worse yet, your guild is charged a higher amount of T-Goods to have that inactive member on your Guild's roll when you open L2-L5 GE, placing buildings in GBG etc. than had you kicked them. So, it is a double whammy! if you keep them. Best to kick them yesterday.
