Provided - (Demand x 1.4) = Additional
Citizens are Enthused when Happiness reaches 140%.

The Demand for happiness is equal to your population and is required for base (100%) productivity. If your Provided happiness is at least 140% of the Demand, you get 120% productivity. In that case, the Additional happiness shown is Provided - 1.40xDemand (surplus for enthusiastic rather than for happy)
