Swapping daily challenges?

I've really been liking being able to swap daily challenge requirements. However today, I was only allowed to swap one of the five:



Is this a bug? Shouldn't I get a choice to swap any of them?

I read the post above but I got this today:



I can't swap out finish 12 4-hour productions? I can swear I've swapped that out before as I pretty much always swap out any finish production ones.
