There are two types of time boosts- construction and recruitment.
Some people like to use the construction boost when they age up. It speeds up the time it takes buildings to complete for a period of time. Example: Activate the middle construction boost and a building that normally takes 12 hours to complete will be done in 6 hours.
The recruitment is the same but with troops.

Would it be better to use the timer in the tavern shop before you are going to construct a bldg. or would it be better to start the construct of a bldg. then push the button?

You need to start the boost first then build.
