The description says "Special Military buildings" are excluded. Does this mean it would exclude Timeless Dojo and Sunflower Oil Press?

Wiki wasn't helpful on the subject.

Pretty sure it only means rogue hideout/den, champion's retreat, drummer school, and color guard camp. I don't think an unattached unit production counts as a special military building.

they mean Buildings That are not unlockable from Research like Rogue

Neither are considered military nor special military buildings. Both are considered special residential buildings. Therefore both should be impacted by the BG and FASP.
