You can't. The best you can do is submit a support ticket and let support deal with your issue within the normal processes. Keep in mind front line support are players volunteering who have no authority to resolve a technical issue beyond what they've been given.
Technical issues will be resolved when and if they can, ideas and opinions have the forums and mechanisms to submit them. The system has been deliberately designed so that you as a customer have no ability to speak with an actual decision maker.
I can think of a few where you would desperately WANT to speak to a decision maker, I can't imagine a scenario where you actually NEED to speak to a decision maker, but you never know.
